ICBC: BC's Public Auto Insurer

The Insurance Corporation of British Columbia (ICBC) has been BC's mandatory public auto insurer since 1973. All BC drivers must purchase Basic Autoplan coverage from ICBC when registering their vehicle. This basic policy covers mandatory minimums. Optional coverages — including collision, comprehensive, and extended third-party liability — can be added through ICBC or purchased from private insurers.

ICBC Enhanced Care (May 2021)

In May 2021, ICBC launched Enhanced Care — a major overhaul that shifted BC from a tort-based system to a care-based (no-fault) model. Under Enhanced Care:

How ICBC Sets Your Basic Premium

ICBC rates are based on the vehicle type (make/model/year), where it's primarily driven and parked, and the driving records of all listed drivers. Under Enhanced Care, ICBC also looks at your crash history. Drivers with at-fault crashes pay a surcharge for up to 10 years. Crash-free drivers earn a discount through ICBC's driver experience discount program.

Private Optional Insurance in BC

Several private insurers are licensed to sell optional auto insurance in BC, providing competition for the optional coverages ICBC also offers.
