BC Maximum Allowable Rent Increase for 2025

The BC government sets a maximum allowable rent increase each year under the Residential Tenancy Act. For 2025, landlords can increase rent by a maximum of 3.0% for existing tenants. Unlike Ontario, BC's rent control applies to all residential units — there is no post-2018 exemption.

Who Does BC Rent Control Apply To?

Unlike Ontario, BC applies rent control to all residential tenancy units regardless of when the building was constructed or when the unit was first occupied. This means even brand-new rental units built in 2023 or 2024 are subject to the 3.0% cap for existing tenants.

When a tenancy ends and a new tenant moves in, there is no restriction on the rent a BC landlord can charge. Rent control only applies during an ongoing tenancy.

How to Give a Rent Increase in BC

BC landlords must follow these steps:

  1. Prepare a written rent increase notice
  2. Serve the tenant at least 3 full months before the increase takes effect
  3. The increase takes effect on the first day of a rental period
  4. Rent can only be increased once every 12 months
Notice Calculation Example:
Rent is due on the 1st of each month.
You serve the notice on January 15.
Three full months = February, March, April.
Earliest effective date: May 1.

Required Notice Format

BC does not have a mandatory government form for rent increases (unlike Ontario's Form N1), but the notice must be in writing and clearly state:

The RTB has a sample notice available on its website that landlords can use.

Additional Rent Increase (Above 3.0%)

BC landlords can apply to the RTB for an additional rent increase beyond 3.0% in limited circumstances:

Applications are submitted to the RTB and require documentation. An arbitrator reviews the application and may approve an additional increase. The process can take several months.

2025 Rent Increase Example

Current monthly rent: $2,200
2025 maximum: 3.0%
Maximum increase: $2,200 × 3.0% = $66
New maximum rent: $2,266/month

Three full months written notice required before May 1 effective date.

Penalties for Unlawful Rent Increases

If a BC landlord increases rent above the allowable amount or without proper notice:

Manufactured Home Parks

Different rules apply to manufactured home park lots in BC. The maximum allowable rent increase for pad rental in manufactured home parks is calculated differently and may differ from the residential rate. Check the RTB website for the current manufactured home park rate.

Rent Increase During a Fixed-Term Tenancy

Rent cannot be increased during a fixed-term tenancy unless the tenancy agreement explicitly allows for it. Most fixed-term agreements do not include rent increase clauses — once the term expires and the tenancy becomes month-to-month, the standard rules apply.

Conclusion

BC's 2025 maximum rent increase of 3.0% applies to all existing residential tenancies province-wide. Give three full months written notice, apply the increase only once per 12 months, and do not exceed the 3.0% cap without RTB approval. Landlords who follow the rules avoid disputes and protect their investment relationships.
