SAFER BC 2025: Shelter Aid for Elderly Renters

SAFER is a monthly cash payment that helps low-income BC seniors aged 60+ afford their rent. Here's how much you can get, whether you qualify, and how to apply.

What Is SAFER?

SAFER — Shelter Aid for Elderly Renters — is a BC provincial program that provides monthly cash payments to eligible low-income seniors to help them pay rent. It is administered by BC Housing and is one of the few rental assistance programs specifically designed for seniors in Canada.

SAFER helps bridge the gap between what a low-income senior can afford and what market rent actually costs in British Columbia — a particularly critical benefit given BC's high housing costs.

SAFER is distinct from the BC Seniors Supplement. SAFER is specifically for renters and is based on rent costs relative to income. The BC Seniors Supplement is a general income top-up for GIS recipients regardless of housing situation.

SAFER Eligibility Requirements

To qualify for SAFER in 2025 you must:

Income thresholds vary by region. BC Housing sets different income limits depending on where you live in BC. Metro Vancouver and Victoria have higher thresholds due to higher housing costs. Contact BC Housing at 1-800-257-7756 for current thresholds in your area.

How Much Can You Receive from SAFER?

SAFER is calculated based on your actual rent and income. The benefit fills the gap between what you can afford (30% of income) and what you actually pay, up to the maximum allowable rent for your region and unit size.

Example calculation (Metro Vancouver, 1-bedroom):

ItemAmount
Monthly gross income (OAS + GIS)$1,800
30% of income (what you're expected to pay)$540
Actual monthly rent$1,400
SAFER subsidy (rent minus 30% of income)$860/month

Maximum SAFER payments vary by region and unit size. Contact BC Housing for the current maximums in your area — they are updated periodically.

Frequently Asked Questions

Can I get SAFER if I live with a roommate or family member?
Yes, but household income includes the income of all adults living with you. If you share a unit with a spouse, partner, or other adults, their income is counted when determining your eligibility and benefit amount. However, if you are renting a room in someone else's home (not a self-contained unit), you do not qualify for SAFER.
Does SAFER affect my GIS or OAS?
No. SAFER payments do not count as income for federal benefit purposes. Receiving SAFER will not reduce your GIS, OAS, or GST credit. It also does not affect provincial income assistance programs.
What if my rent increases?
If your rent increases, notify BC Housing promptly. Your SAFER payment may be adjusted upward to reflect the new rent, subject to the regional maximum. You'll need to provide documentation of the rent increase (a letter from your landlord or updated tenancy agreement).
