What Is Credit Counselling?
Credit counselling is a service provided by trained financial counsellors who help you understand your debt situation, create a budget, and develop a plan to manage or repay debt. In Canada, most legitimate credit counselling is offered by non-profit agencies accredited by Credit Counselling Canada (CCC) or the Canadian Association of Credit Counselling Services (CACCS).
Credit counselling is not the same as a consumer proposal or bankruptcy — it does not provide legal protection from creditors. However, it is a valuable first step if your debt is manageable and you need guidance on repayment strategies.
What Credit Counsellors Do
- Review your full financial picture (income, expenses, debts)
- Help you create a realistic monthly budget
- Explain all debt relief options (including consumer proposals and bankruptcy)
- Negotiate reduced interest rates with creditors on your behalf
- Administer a Debt Management Plan (DMP) if appropriate
- Provide financial literacy education
Debt Management Plan (DMP) — How It Works
A Debt Management Plan is an informal repayment agreement administered by a credit counselling agency. The agency negotiates with creditors to:
- Reduce or eliminate interest charges (often to 0%)
- Consolidate multiple payments into one monthly payment to the agency
- Establish a fixed repayment schedule (typically 3–5 years)
You repay 100% of the principal you owe — just without (or with reduced) interest. This is different from a consumer proposal, where you might pay only 30–60% of the principal.

Credit Counselling vs. Consumer Proposal vs. Bankruptcy
Understanding which option fits your situation:
- Credit counselling / DMP — Best if debts are manageable, you can repay 100% of principal, and you want to avoid insolvency proceedings on your credit file
- Consumer proposal — Best if debts are overwhelming ($15,000+), you need legal protection, and you want to repay less than the full amount
- Bankruptcy — Last resort for debts that cannot be repaid under any reasonable plan
