A Debt Management Plan (DMP) is an informal debt repayment arrangement offered by non-profit credit counselling agencies. It is not a legal proceeding under the Bankruptcy and Insolvency Act — but it can be a useful tool for Canadians who are struggling with debt and can afford to repay their full amount if given relief from interest charges.
Unlike a consumer proposal, you repay the full principal balance — you are not negotiating to pay less than you owe. The benefit is reduced or eliminated interest, which can significantly reduce your total repayment cost and monthly payment.
DMPs cover unsecured debts only:
Secured debts (mortgages, car loans), student loans, and CRA tax debt are generally not included in a DMP.
This is the most important limitation of a DMP: creditors are not legally obligated to participate. A consumer proposal, by contrast, is a legal process that binds all unsecured creditors once the majority accept. With a DMP, each creditor individually decides whether to agree to the reduced interest rate.
Most major Canadian banks and credit card issuers do participate in DMPs offered by recognized non-profit agencies, but it is not guaranteed.
Non-profit credit counselling agencies typically charge a modest monthly administration fee — often $25–$50/month — to manage the DMP. Some provinces regulate the maximum fees agencies can charge. This is far less than what unregulated for-profit debt settlement companies charge.
Verify the agency is a non-profit. The Credit Counselling Society and Credit Canada are among the well-known non-profit credit counselling organizations in Canada.
Enrolling in a DMP is noted on your credit report. The notation typically remains for 2–3 years after completing the plan. Individual accounts on the DMP are noted as enrolled in a repayment program, which affects your credit score. However, the impact is generally less severe than a consumer proposal or bankruptcy.
