The surtax applies only to properties within the official City of Montreal boundaries, which includes boroughs like Plateau-Mont-Royal, Rosemont, Outremont, Côte-des-Neiges, Verdun, LaSalle, and others that were merged into the city.
Municipalities on Montreal Island that are separate from the City of Montreal (sometimes called "demerged" or off-island cities) typically follow standard provincial rates without the city surtax. These include: Côte-Saint-Luc, Mont-Royal, Westmount, Dollard-des-Ormeaux, Pointe-Claire, Kirkland, and others. Always verify with your notary which tax applies to your specific property address.
