QPP vs CPP: Quebec's Pension Plan

Quebec residents contribute to the Quebec Pension Plan (QPP) rather than the Canada Pension Plan (CPP). In 2026, QPP employee contributions are 6.4% of pensionable earnings between $3,500 and $71,300, plus an enhanced QPP2 contribution of 4% on earnings between $71,300 and $81,900. Self-employed individuals pay both the employee and employer share (12.8% + 8%).

QPIP — Quebec Parental Insurance Plan

Unlike other provinces, Quebec does not use EI for parental benefits. Instead, Quebec operates QPIP (Quebec Parental Insurance Plan). Employee QPIP premiums in 2026 are 0.494% of insurable earnings up to $98,000 — a maximum of $484.12/year. Employers contribute 0.692% on the same base. QPIP offers more generous parental leave benefits than the federal EI system.

Quebec-Specific Tax Credits

QST — Quebec Sales Tax

Quebec's QST rate is 9.975%, applied on top of the federal GST of 5%. The combined tax on most goods and services in Quebec is 14.975% — the second highest in Canada after the harmonized provinces. Unlike HST provinces, QST is calculated on the pre-GST amount, resulting in a slightly different calculation method.
