Canada's most complex provincial tax system — QPP, QST, QPIP, solidarity credit, and high rates explained
Quebec operates a largely independent tax system. Residents file two separate income tax returns — one federal and one provincial — and face the highest provincial income tax rates in Canada. Quebec also has its own pension plan (QPP), parental insurance program (QPIP), and a Quebec sales tax (QST) of 9.975%, separate from the federal GST. This guide covers everything Quebec residents need for 2026 tax planning.
| Quebec Taxable Income | QC Rate |
|---|---|
| Up to $51,780 | 14% |
| $51,780 – $103,545 | 19% |
| $103,545 – $126,000 | 24% |
| Over $126,000 | 25.75% |
Quebec residents receive a 16.5% reduction on basic federal income tax (before credits). This reduces the effective federal tax burden substantially. On $100,000 income, the federal abatement saves approximately $2,800 in federal tax — partially offsetting Quebec's higher provincial rates.

In 2026, QPP employee contributions are 6.4% of pensionable earnings between $3,500 and $71,300, plus an enhanced QPP2 contribution of 4% on earnings between $71,300 and $81,900. Self-employed individuals pay both the employee and employer share (12.8% + 8%).
Unlike other provinces, Quebec does not use EI for parental benefits. Instead, Quebec operates QPIP (Quebec Parental Insurance Plan). Employee QPIP premiums in 2026 are 0.494% of insurable earnings up to $98,000 — a maximum of $484.12/year. Employers contribute 0.692% on the same base. QPIP offers more generous parental leave benefits than the federal EI system.
Quebec's QST rate is 9.975%, applied on top of the federal GST of 5%. The combined tax on most goods and services in Quebec is 14.975% — the second highest in Canada after the harmonized provinces. Unlike HST provinces, QST is calculated on the pre-GST amount, resulting in a slightly different calculation method.
