Every licensed real estate agent in Ontario who wants to use the REALTOR® trademark and access the MLS® system must be a member of the Ontario Real Estate Association (OREA). OREA is the provincial association representing over 96,000 Ontario realtors and operates as the middle tier in the three-level membership structure: CREA (national) → OREA (provincial) → Local Board (TRREB, Ottawa, Hamilton, etc.).

RECO — Real Estate Council of Ontario (Regulator)

RECO is the government regulator. It issues and renews real estate salesperson and broker licences, enforces REBBA (Real Estate and Business Brokers Act), investigates complaints, and disciplines licensees. RECO registration fees are a licensing cost, not an association membership. Every active licensee in Ontario must be registered with RECO.

OREA — Ontario Real Estate Association (Provincial Association)

OREA is a voluntary trade association — but in practice, you must be a member to use the REALTOR® trademark and access MLS. OREA provides standard real estate forms (Agreement of Purchase and Sale, listing agreements, etc.), advocacy at Queen's Park, professional development, and member benefits. OREA dues are ~$185–$220/year plus HST.

Local Real Estate Board (e.g., TRREB, OREB, Hamilton)

Your local board provides day-to-day operational support: MLS access, lockbox systems, market statistics, education, and local advocacy. Board dues are the largest membership cost for most Ontario realtors — TRREB (Toronto) charges ~$1,800–$2,400/year. You must be a member of a local board to access the MLS in your market.

OREA dues are collected through your local board — you do not pay OREA directly. When you pay your local board dues, the OREA and CREA portions are remitted on your behalf. Dues are typically due annually and pro-rated for new members joining mid-year.

FAQs

Is OREA membership mandatory in Ontario?
Technically OREA is a voluntary association, but in practice, you must be a member to access MLS, use the REALTOR® trademark, and participate in the organized real estate system. Non-OREA licensed registrants cannot access MLS through TRREB or other boards that require OREA membership.
What changed with the OREA Real Estate College and Humber College?
In 2021, Ontario transitioned pre-registration real estate education from OREA Real Estate College to Humber College as the exclusive provider under the new RECO educational framework. OREA itself no longer delivers the mandatory pre-registration program, but still provides continuing education, professional development, and designations for licensed realtors.
Can I remain licensed in Ontario without OREA membership?
You can maintain your RECO registration (licence) without OREA membership. However, without OREA membership, you cannot use the REALTOR® trademark, access MLS, or work within the organized real estate system. You could technically practice as a non-member registrant but would be severely limited in your ability to serve clients.
