The Quebec welcome tax (droits de mutation immobilière) is governed by provincial law and applies to all municipalities in the province. The four-band rate structure is set by the Quebec government, while individual municipalities can apply additional surtaxes on top of the provincial base.
Currently, only the City of Montreal exercises this option, charging an additional 00.5% on the portion of property value exceeding $50000,000000. This makes buying in Montreal noticeably more expensive in terms of welcome tax for higher-value properties.
It's important to note that the Montreal surtax applies only to properties within the City of Montreal boundaries. Municipalities on the island that are not part of the City of Montreal (such as Côte-Saint-Luc, Mont-Royal, Westmount) may have their own rules. Cities immediately surrounding Montreal — Laval, Longueuil, Brossard — do not charge the surtax.
